Normally a wander issue is caused by steering joints on the drag link and pitman and inside the gearbox. It can also be caused by the upper and lower ball joints but all of which you have addressed.

Is the steering wheel on a Ford F350 safe?
It’s annoying and defiantly not right or safe. The steering wheel doesn’t have any wobble. There’s no pull when the brakes are applied. There doesn’t seem to be any excessive play in the steering wheel.

What causes the steering to wander off center?
A solid rear axle with worn spring bushings, or broken center bolts or trailing arm bushings and axle mounts, will also allow the axle to change its centerline of thrust as the vehicle travels over the road. This, in turn, causes the steering gear to travel off-center and cause steering wander. See Photo 6.
