Low boost, exhaust leaks before the turbo, boost leaks, and/or bad turbo Air in the fuel due to injector o-rings, crack in the suction line, etc etc. Faulty sensor- Usually followed by a check engine light, and the engine will derate.

1200-1300, you should have 30-45 psi 1800-2100, you should have 65-80 psi If the fuel pressure is high, I would suspect a plugged fuel filters or faulty fuel pressure regulator. If the guage is really bouncy, and unstable, especially under boost, then compression could be leaking past the injector o-rings.

Why is my Detroit 60 series running flat?
Here is my problem I have a 12.7 detroit 60 series and it seems like it just doesn’t have any power. The turbo whistle is very faint. I have a little bit of black smoke out of pipe when i accelerate onto the interstate. I had a brand new crate model put in 2008 and they didnt change the turbo. I believe this is the original turbo.

Is the Detroit Diesel Series 50 being phased out?
Most agencies are in the process of phasing out Detroit Diesel all together, especially the series 50. For example, LACMTA “LA Metro” has phased out their high floor new flyers (New Flyer C40HF) from series to cummins, and I believe next they will retrofit the low floor flyers from series 50 (New Flyer C40LF), to cummins as well

If the guage is really bouncy, and unstable, especially under boost, then compression could be leaking past the injector o-rings. Or air is getting in the fuel somehow. Which you eliminated the suction line by going straight to the fuel tank.
