Why does my Ford Escort not produce cold air?

Car will not produce cold air. Took to the shop and have been told that it is the Constent Control Relay Mogel. The AC would cut in and out…sometimes blowing just air, sometimes blowing cold. Because of this I couldn’t drive in the rain because the windshield wouldn’t de-fog either.
