Yes they are good but also bad SINCE every single one has the ability to make their own decisions (i know its a game but hush) after you escape Cidhna mine u are indirectly joining them. Not all Forsworn are bad but a majority are.

Both are pretty terrible at the heart of it, Forsworn are more savage but Silver-Bloods have that sophisticated savagery with how they deal with their enemies. Plus they treat their workers like shit.

Neither is good, but one is so much more bad than the other. And in the long term, one strong family won’t retain all that power once the war ends and the rule of law gets re-established in Skyrim, so killing the Forsworn first then the law sorting out the Silverbloods makes both problems go away in the long term.
