Trust me if 134A did not blow cold at idle there would be lots of very abgry customers. The electric fans ensure proper air flow even at a stop. In my experience any system that does not blow cold at idle, but blows cold going down the road has either a low charge, a weak compressor or bad cooling fans.

Good Luck. My car is very much an R134A A/C system, and cools to just about 40 degrees at the center vent with the car at a stand still, and the engine at 1500 RPM’s. It will get down to about 45 at idle. I would expect about the same performance from other R134A systems.
