The way I mounted them was to put the thick double sided 3M tape onto the metal washer. Then mark and drill holes into the running board. Not sure if it helps or if it is really required but then I squirted some silicon into the hole, stuck two washers with the double sided tape against the holes and then screwed the housings on the washers.
