Loosen the needle/seat adjustment onto. Turn the flat nut (the one with the wrench flats) counterclockwise to drop the float. Tighten the screw to seal it. Fuel must barely trickle out the bowl sight plug orifice. If the fuel level is too high…fuel is pushed straight out the booster and dumped straight into the manifold.

The car is NOT a daily driver. Maybe trash in the needle. Good thing about a Holley is needle screws right out the top. Pull it out, clean it. This should be in the engine topic,but I think you have dirt,debrise,or some other junk In the needle seat.
Why does my Holley primary booster drip fuel?
Air bleed is clear. Very weird. Only way for fuel to drip out the booster is if there is a “siphon” effect going on or pressure issue. Pressure issue would be caused by the needle & seat not properly shutting off incoming fuel.
