You do have power to the BICS controller since you have LED’s lighting up, but you may not be getting power to the BICS lockout valve solenoid.

I have a PowerFlex 753 drive connected to my laptop via a 1203-USB adapter. 5 bucks says it’s the solenoid, I had that problem twice on my 753, usually from heat from the alternator pumping out a little too much power or heat from the hydraulics. Not sure about a 753, but on my S250 there is a fuse and relay box that is inside the cab just below and in front of the seat.
