Technically the solder was not hot enough or it was dirty when the circut board was being made to make a proper joint. Thermal expansion and/or physical movement can cause the solder joint to not conduct properly. Todays solder is ro-haus. It is a lead free solder and has to be really hot to make a solid joint compared to the old lead based solder.

No fluid whatsoever. An electric motor is incorporated into the rack and pinion steering gear. You may have damaged it when going over that embankment, or caused a connector to become disconnected. Do a visual inspection of the rack and pinion steering gear.

What happens if you have a power steering failure?
Same thing happened to my coworkers challenger. First time they said problem not found, second time they said could not duplicate, third time they flashed computer, 4th time more software, 5th time they finally replaced the rack assembly. After all that he never felt the same about the car and traded it in in different brand.
