I rebuilt hundreds of those engines back in my mechanic/machine shop career days. Definitely sounds like it is too tight, it should not be that stiff even brand new. with no plugs in and thus no compression, you should be able to spin it with a short ratchet or bar.
Can you rotate a small block Chevy with compression?
W/O compression, you should be able to rotate it with a 12″ ratchet. I’d Plastigage all mains and rod journals. Assuming they’re OK, nearly all friction within the engine is piston ring drag. Did you remove all the pistons and check the rings for breakage–per your post?
