Icp should go to 1800 psi cranking with a healthy hpo system. Also check rpm while cranking. IPRs usually only fail because the HPOP is failing and throwing crap into the reg, same goes for the ICP sensor.

I’m pretty sure that 170 is too slow for the FICM to fire injectors. 85% on the IPR is maxed out and not a good sign, but if you actually have 1500psi then HPO is not causing a no start. Somebody correct me if I’m wrong but I thing the PCM needs to see closer to 500rpms to fire the FICM.
