There is no way you can remove those bolts with a regular ratchet. I have always used a just about foot long offset 12pt box wrench, which I then hit with a big ugly hammer. I could see the possibility where if just the head twisted off the rotor would keep the bracket from moving back enough to clear the bolt stub.

You’d have to cut the bracket or break the rotor in that case, I figure. Yea, the fact that there is another (upper) 17mm caliper bolt holding it in place means the lower bolt that is broken will never slide so far over to get unseated.

How to remove disc brake caliper from Jeep?
Remove the disc brake caliper and adapter as an assembly and hang it out of the way using wire or a bungee cord. Use care not to overextend the brake hose when doing this. Remove the rotor retaining bolt and remove the rotor from the hub and bearing.
