Not enough air to finish the job to a reasonable level. The popping is usually from over lean because thats when you have oxygen in the exhaust and it can wait until the AFR is burnable in the exhaust and then you get a little pop. If you get onto an over lean cammed engine and rap the throttle it will blow black smoke.
