I found out that when I remove the BACK UP fuse (7.5A, but there's a 10A in its place) from the under-hood fuse box, the fluctuating current draw stops and stabilizes at a constant 0.06A. According to my PDF Helms manual, the BACK UP fuse is used for clearing codes of the TCM, the radio code, radio presets and clock. Can you replace a blown fuse on a car radio?
