What does low refrigerant fill in Ford Falcon mean?

Ok so I have tried replacing the battery, Cleaning out the filter (first time I cleaned it out I found a plastic bag haha) I have checked the fuses and also hooked a multi meter up to them. I have also hooked up a scan tool and no faults shown up.
