Why does my Ranger not shift into 4×4?

I have a 93 Ranger 4×4 3.0 5 speed that will not shift into any 4×4 function. I have changed the selector button, shift control module. There is power to the selector buttons on one side of the switch but none on the other when activated. The fuses are good. Does anyone else know anything about them?
