Why does my 97 Chevy c1500 not start?

I have a no crank/no start situation with my 97 chevy C1500. Battery juice is good, I can get the starter to engage when jumping at relay point. I’m not recieving power at starter relay from the ignition, shows a ground instead. Tried shifting through ranges and still no start.
