Why are my wipers going out on my focus?

My wipers recently went out on my Focus. I have checked voltage at the wiper motor and have DC coming in on all wires but the black/white. It’s either due to a bad wiper relay or the wiper/washer switch. I would like to check the relay before breaking into the steering column, but I cannot find it.
