First, only 3 dome lights should be on when the doors are open. The lights all the way forward are manually activated map lights. There are three bulbs in the front dome light between the front seats. Two are manually activated and the center one is activated by the key fob and doors.

How does the dome light work on a Toyota?
Mine is doing the same thing. Dome light works when you hit the switch by the rearview mirror, but do not come on when you open any of the doors. The red door ajar light comes on in the dash when you manually push the switch in on the doorjamb, but no dome light. Fuses are good, bulb is good.
