How do you tilt a collapsible steering column?

This can be accomplished by incorporating a rag joint or flexible u-joint assembly on the shaft between the steering gearbox and the lower end of the steering column. All of the later-model collapsible units utilize either of these connection types in the tilt column setups.

Can a column be installed without a dash clamp?

You should try to find a column that has the dash clamp with it, so that this is not a problem when it comes time to install the column to the dash later. After-market column clamps and column drops are also available from the previously mentioned suppliers, if the column comes without one.
