I have a similiar, if not identical problem. My 4WD indicator lights function, and low range engages when selected, but front wheels do not pull. I’ve been told that this may be a rubber bumper stop in the transfer case that is worn that allows the gears to “over shift”. I have had this problem with my 1994 from day one of ownership.
