What happens when a fuel pump is not running?

When the pump is not running, the check valves on the pressure and return lines normally seal the tank from the lines. If either of the check valves start to leak, the tank with the leaking check valves will overfill when running on the other tank. The repair for this is to replace the fuel pump assembly.
