Usually a bellows or CAC leak will affect boost at least a little. A small leak at the downpipe can cause a whistle under low boost, low RPM, low load conditions. I know this because I had/have one. Still unsure if it’s fixed or not, since I still have a similar whistle that goes away when boost gets over about 5 psi.
