The heater control valve might be failed in the open position allowing heated water inside your cars heater core. Try taking a couple of plastic or fiberglass blocks and pinch off one of your heater hose lines to stop the flow of water into your heater core and see if that cures your heat problem.

The blower motor (circuit) is designed for the blower to run on low speed any time the key is on. This has to do with the ventilation issues. One note, tho…it only works this way on the A/C equipped cars. The non-A/C cars do not have this unique feature, since they have vents that can be opened.

Is the blower fan running when the AC is off?

This is with the blower switch on the off position and heater/ac on off. I can use the blower motor switch and put it to low/med/high and everything works fine but again the blower motor is running on low speed as soon as I turn key to the on position.
