If it is blowing fuses my experience is you have a short in a switch or wires. When you put in the pto it blows the fuse. That would lead me to think the electrical short has something to do with the PTO safety switch, wire or circuit..

What to do when PTO engagement blows fuse?
You can start by disconnecting the clutch at the plug which should be some where around the starter motor. If the fuse does not blow when you turn the blade on then the problem is in the clutch or the wiring from the plug to the clutch. I replaced the PTO switch, and the tractor works great now.

The PTO electrical system and the engine starting system are separate systems once the engine is running. It sounds like your engine is running but the PTO will not engage. If I am right you are checking the wrong system. You said it would not engage after you blew the fuse.
