Is the NTSB part of the FAA?
Answer: The responsibilities of the two organizations are different. NTSB investigates accidents, or sometimes incidents, and holds meetings on specific safety issues. The FAA is required to regulate U.S. aviation. Additionally, the FAA sometimes does not agree with the NTSB recommendations.
Why is the NTSB not part of the FAA?
In 1975, they passed the Independent Safety Board Act and made it a completely separate agency within the government. As such, the NTSB members are appointed directly by the President and confirmed by the Senate. The NTSB is not under the FAA, nor is it part of the Department of Transportation.

Each year, about 3200 transportation occurrences (accidents and incidents) are reported to the TSB; they vary hugely, from aircraft part failures and ship fires to pipeline ruptures and train derailments. When the TSB is notified of an occurrence, it assesses the circumstances to determine if an investigation is warranted.

How many marine incidents are reported to TSB?
In 2018, 937 marine incidents were reported to the TSB. This number represents a 6% increase from 2017 and a 22% increase from the 5-year average of 768. Most (78%) reportable incidents were related to total failure of machinery or technical system.
