The Crank can be at the 12:00 position but the Cam Dowel Pin could be at either the 3:00 or the 9:00 position. If it’s at 3:00 then your at #1 TDC or at the 9:00 then you are at #6 TDC. In your one picture I think you were at the #6 TDC and not #1 TDC.
