What’s the problem with the choke on a 1970 Z28?

I’m having issues adjusting my choke on my 1970 z28. It’s equipped with one of those heat coils that sits on the manifold. I’m trying to adjust the choke plate so that’s it’s almost closed for cold starting. the plate is too far open at the moment and i have i to warm up the car by holding the gas pedal down a little.
