How to test for voltage at starter wire?
Start with testing the fuse for voltage. Fuse 9, in the engine fuse box. Then push in the clutch, or if alone, place a stick on it and the front of seat, or jump the switch, then test for voltage at the relay. Then and only then, if you have voltage at the relay, the relay is bad, but first check the ground.

You should be able to see at least one smaller gauge wire and the battery cable attached to the starter. With the key in the start position you should see about 12V on the small wire. If you have the 12v at that wire the solenoid is the most likely fault.
