You insert the clip into the hole in the latch mechanism from behind with the ‘tail’ rotated out of the way. You then insert the rod through the center of the hole and clip, then rotate the tail end so it snaps around the rod. I was able to install with just a pair of long-nosed pliers. Fixed my tailgate, and ready for it to break again!
