Then there is the Defrost/Panel/Floor Door Mode Door Actuator mounted on the drivers side of the evaporator case which is mounted under the drivers side of the dash. Where are the actuators on a Ford F150?
There is another actuator in the drivers footwell that controls the hvac mode door (which vent the air comes from). If you look up under the dash, to the right of the accelerator assembly, you will see another actuator there. This actuator is less common to go bad, but sounds the same when it fails.

On the plus side, where older generations required disassembling the dash to fix, the 2009-2014 generation’s most common problem can be fixed with the dash left in place.

Where is the fuse number on blend door actuator?
EDIT: From everything you have said and my experience (I’ve replaced it twice within the last year, first time with aftermarket and again with OEM) you are doing everything right except for the fuse number. There is another actuator in the drivers footwell that controls the hvac mode door (which vent the air comes from).
