If you look up under the dash, to the right of the accelerator assembly, you will see another actuator there. This actuator is less common to go bad, but sounds the same when it fails.

Where is the fuse number on blend door actuator?

EDIT: From everything you have said and my experience (I’ve replaced it twice within the last year, first time with aftermarket and again with OEM) you are doing everything right except for the fuse number. There is another actuator in the drivers footwell that controls the hvac mode door (which vent the air comes from).
