CHECK THE FUSE WITH A METER FIRST. Assuming the fuse is good, then the problem is between the tail lamp relay and the fuse or possibly the logic side of the tail relay. You can jump pins 2-3 (load side) on the relay to see if the rest of the circuit is functioning correctly.
