The front axles do spin any time the truck is rolling, the disconnect is on the pass side of the front axle (vacuum activated). When in 2wd, the transfer case does not apply power to the front drive shaft, and the passenger side axle is not connected to the front diff.

To test if the actuator is meshing and engaging, remove both lines and with the front still raised, the front CV shafts should be engaged and be rotating as well.

If the solenoid stops working, there will be no vacuum to work the 4WD actuators and engage the hubs. Some early solenoids did not have the rain cover that newer ones have and could short out if water runs down the cowl on top of it. This is only a real issue on some models of the F-150.

Basically, The IWE requires constant vacuum pressure to keep the drivetrain in 2wd mode. Once there is a leak the pressure is lost and the hub will “dislocate” and attempt to engage 4H. If there is a leak or only partial vacuum pressure loss, the Hub won’t fully engage.
