When your hearing this clicking open the fuse box and check the RAP fuse (AKA Relay). If sound is coming from that I would try replacing it if all the wiring is clean and test to be good.

You can try listening under the dash inside of the vehicle for any noise when turning the control from hot to cold. You will need a diagram of parts location and a wiring diagram to perform testing on these actuators.
