It is the section between the evaporator and compressor. At that stage the compressor is sucking vapor back thus suction line. For a tech it is where superheat is measured and refrigerant is charged.

Why is the suction line insulated?

Insulating the suction line is done to prevent condensate from developing and dripping off. This condensate drip can cause water damage to the material under it or cause a slip hazard for people walking below it.
