Brelas is a Wood Elf and a pawnbroker that the Dragonborn meets at the Thalmor Embassy reception. Later she travels to Windhelm where she stays at the New Gnisis Cornerclub.
Where does Brelas go after you free her?
After you rescue her, she will travel to Windhelm and, if she survived the journey, will spend her time at the New Gnisis Cornerclub with Malborn, assuming he also survived the journey. She will eventually follow Malborn when he flees to Morrowind.

Malborn is initially found at The Winking Skeever in Solitude but later goes back to the New Gnisis Cornerclub in the Gray Quarter of Windhelm. He is recruited by Delphine to help the Dragonborn infiltrate the Thalmor Embassy, during Diplomatic Immunity.
How do I get to Elenwen’s solar?
Use a wooden plate on the wall to the left side of the main entrance (behind the lamppost). Keep running into the plate to bypass the wall into Elenwen’s Solar exterior. Enter the embassy via the backdoor. There is a locked door at the center of the first floor that leads directly into the party hall.
