When does traction control on-car does not start?

When leaving my car idle for maybe 20/30 mins just while i take a call etc roadside with the engine off i then go to start the car and it fails to start and says Traction control on. MPH gauge flutters very minimally and then electrics turn off. Does not sound like engine cranks up at all.
