That shift mechanism has a rod that can be disconnected and pushed back to allow the shift lever to move.Get under the dash and look for it next to the steering column on the right side,the rod will just pop of with a little help from a flat blade screwdriver,had to do this to wifey’s ’99 Burb a few years ago.

Apparently my friend has had this issue for some time and has been just jerking the shifter hard enough to get it into gear which eventually led to the part breaking.
What to do when your shifter is stuck in Park?
There is an interlock system on the column (BTIS, brake transmission interlock switch) and a brake light switch that prevent shifter movement unless the brake pedal is depressed. So, I put a jumper wire on both the brake pedal switch and the shift solenoid. I figured if those switches were bad then jumpers should fool the system.
