The oil in the intercooler usually comes from vented oily gases from the crankcase and cam covers. The crankcase vent gets diverted directly to the intake pipe right before the turbo when the intake goes under boost because the PCV valve shuts. The cam covers are always venting to the intake pipe.

How big of a restrictor do I need for a turbo?

Garrett distributors can tell you the recommended range of acceptable oil pressures for your particular turbo. Restrictor size will always depend on how much oil pressure your engine is generating-there is no single restrictor size suited for all engines.
