Those outlets both used the cheap, older stab connectors; and rather than hot & neutral wire nuts in the outlet boxes, both hots and both neutrals were wired into each outlet. Turns out the 2nd outlet off the panel had a bad connection somewhere between its two Neutral stabs. So rewiring everything direct to the screws took care of it.
