Yes, you can use cruise when towing either with the Tow/Haul mode on or off.

As of this writing, it is not possible to permanently turn on any other mode than Normal. Using the arrow keys on your steering wheel, move the selection to Tow Haul icon on the pop-up menu and press OK button.

The manual said to use the T/H mode when the GCW was 75% or more of the GCWR. If those are really the instructions, they are terrible instructions. On flat, level terrain you would never use the T/H option. This is what my book says:
