In terms of powering accessories and devices, like your cell phone, there is functionally no difference between cigarette lighter sockets and accessory sockets. The only important difference is that you can’t, or at least shouldn’t, plug a cigarette lighter into an accessory socket.

But don’t forget, if the cigarette lighter’s maximum allowed amperage is 20 amps, to use 20 amp fuses, not 30! It should work because the HOT from the cigarette connects to nothing and no longer powers anything constantly. And the HOT from the spare travels via 2 fuses and the red cable to power the cigarette.
