Why does my Chrysler Town and Country make a whining noise?

The contact owns a 2016 Chrysler town and country. The contact stated that the vehicle made an abnormal whining sound while driving at various speeds. There was no warning light illuminated. The contact had taken the vehicle to an independent mechanic who replaced the drive belts however, the noise persisted.
