Why is the front pump on my backhoe not working?

The front pump cannot suck a drop of oil, it has to get charged by the transmission pump,I would assume that your hydraulics are slow. The transmission pump is about right under the shift levers. So when you are saying the pump sounds funny I think that the transmission pump is not getting the oil up there.
