If the turbo was apart and no signs of binding, that only leaves the actuator. Your other numbers are indicative that you have proper exhaust pressure to spin the turbo up and you most likely are getting a good RPM with it, but that boost is still too low. I would go with the actuator being the culprit with this one.

Simularly take a large srew drive with a blade the size of the washer od twirl it around to clean any carbon build up and a shot of wd-40 to wash it out and good to go. Now there is a special tool for this but the screw driver works nearly as well and a lot cheaper as well.
