Like stated above try to engage while rolling say 10 – 20 mph , or just drive it fwd or reverse . If still no luck make sure you have a good connection on the plug for your 4wd actuator , these plugs sometimes get damaged while offroading .

When in 4wd mode, a switch on top of the transfer case conducts 12 volts out to the actuator. Wire #50 (brown) is the 12v feed, and it conducts to the light blue wire (#900) to the actuator.

If it isn’t changing out of 4 low, confirm the fuse is good (indicated in pic) and power is to the switch. If you have power and 4low works properly when in 4wd, the I suspect the switch is bad. Let me know if this helps or if you have other questions.
