After many hours of trouble shooting, I unplugged the Headlamp Switch, which also controls the manual on of the dome and map lights, I could then replace the fuse without blowing it again. When plugging Headlamp Switch again, the fuse would blow.

My park lights stay on after I shut off motor and park. It drained my battery and while recharging I heard a noise in the under hood fuse panel.
