Is there a Mercury 150 Max with no power?
Not sure on the max rpms it does not have enough power to come up on plane. Diapram and gaskets have been replaced on the fuel pump as well I forgot to mention that earlier. Carbs have not been clean after it was ran out of gas but tanks were drained and cleaned befor so I do not believe that any debris was picked up when it ran out of fuel

Checking compression, checking spark, checking fuel supply, cleanign carbs… And in that order. And if you do that that, the engine would be making full power. And so far, you have said you checked all that stuff. So either you missed something, and its a boat setup problem.

What makes an F-150 engine lose power?
An engine needs four things in order to make power: air, the proper amount of fuel, compression, and a means of igniting the compressed fuel/air mixture. Any F-150 or F-250 that has lost power is deficient in one of those four things.
