You are supposed to pressurize the brake system to open up the valves in the HCU to get all of the air out. Without a pressure system it can take 4-5 large bottles of brake fluid to get the air out of the system and get the proper pedal response (I have had to do it multiple times, and in the shop it still took several hours).
