Is the high beam light the low beam light?

But high beam lights seem to be the low beams, hi beam dash indicator is on and lights point down lower .. Switch to low beam and lights move up. I had taken the annoying HIDs out and put original bulbs back in.. only thing I can think of is maybe the bulb is upside down?
